Netaji Subhas Open University is the premier State Open University in India. The year 1997 was the birth centenary year of Netaji Subhas Chandra Bose. The Chief Minister of West Bengal made an announcement at a State function that an Open University would be set up soon and dedicated to Netaji's hallowed memory. The Higher Education Minister, Govt. of West Bengal spearheaded the idea after his visit to the Open University in U.K. Under his instruction was set up a ten-member steering committee headed by late Dr. Bhaskar Ray Chowdhury, former Vice-Chancellor of Kolkata University.
Library facility is one of important services in any educational institute. In addition to the Self
Learning Materials (SLMs) the University wants to provide the library facility to all of its
registered students/ learners for additional resources. But to cater to the needs of huge number of registered students, the University needs unlimited libraries to provide educational support to
the Indian freedom fighter Netaji Subhas Chandra Bose on his birth centenary. The university is located in a place called Wood Park, which was once the residence of Netaji Subhas Chandra Bose. The medium of instruction followed by the university is English and Bengali and it is modeled in the format of Open University, UK and Indira Gandhi National Open University of India. Netaji Subhas Open University follows different methods of teaching like interactive radio counseling, Gyan Vani FM Channel, Personal Contact Programme, Audio-Video CD, Self-instruction material.
In the year 2004, the university introduced online language teaching course on Bengali in collaboration with Central Institute of Indian Languages.In the year 2006, the university earned Excellence in Distance Education Award from the Commonwealth of Learning for excellence in the field of distance education.
